CATS II - Consulting and Technical Services

Contract vehicle that enables State of Maryland government to procure IT consulting and technical services in a timely and economical manner. Through CATS II, the state will have a flexible and cost-efficient arrangement. ATP has been certified in following areas on this contract:

GSA contract vehicle (ATP has contract# GS-06F-1039Z) that cultivated best-of-breed SBA 8a IT companies and packages them in a contracting group that offers two separate constellations and four functional areas. ATP has access to constellation 1; functional areas 1 and 2:

• Functional Area 1 - aligned with NAICS 541511 - computer programming
• Functional Area 2 - aligned with NAICS 541512 - computer design

A number of task order awards are directed through a quick and efficient process where orders can be processed in as little as two days. Orders can be granted up to a $4 million threshold with sole-source justification. Requirements are automatically posted to FedBizOpps for contracting officers; and each GSA 8a STARS II company was evaluated rigorously with special vetting criteria that looked at sufficient marketing and action plans, suitable labor pricing for over 144 labor categories over 5 years, a sensible contract administration plan, and past performance in relevant functional areas.
